Three Raymond Buildings is widely recognised as a leading set in environment, health and safety law. Our members have acted in the UK’s most significant and legally complex investigations, prosecutions, public inquiries and inquests. Examples include UK Covid-19 and Grenfell Tower Inquiries, the Grenfell Tower criminal investigation, the Croydon Tram Crash coronial and criminal proceedings and the Lakanal House litigation. Members have also appeared in landmark cases establishing important legal principles, as well as investigations and prosecutions resulting in record penalties.

Our practice spans the full range of health and safety, fire and building safety, and environmental law. We have particular expertise in cases involving fatal fires, railway collisions, workplace fatalities, corporate and gross negligence manslaughter, director and senior management liability, industrial accidents and serious pollution incidents.

We represent regulators, public authorities, emergency services, infrastructure operators, companies, directors and individuals across a broad range of sectors including construction, manufacturing, health and social care, transport, utilities, hospitality and retail. Our experience acting both for enforcement bodies and those under investigation gives clients valuable insight into how regulatory decision-making and prosecution policies are made and applied in practice.

Many members are appointed to the Specialist Regulatory Advocates Panel and regularly prosecute cases on behalf of the HSE, ORR, Environment Agency and CQC. Several also sit part-time in the coroners’ courts, magistrates’ courts, Crown Court and High Court, bringing further perspective to evidence, procedure and case management.

Drawing on Chambers’ expertise across criminal, regulatory and public law, we advise from the immediate aftermath of an incident through to investigation, enforcement, inquest, trial and appeal. Our barristers are frequently instructed at an early stage to advise on:

  • Crisis management and response to major incidents
  • Internal investigations, governance and compliance
  • Engagement with regulators and enforcement authorities
  • Interviews under caution and written representations
  • Disclosure, legal privilege and complex technical evidence
  • Enforcement powers, statutory notices and challenges to regulatory decisions
  • Parallel proceedings and potential civil, criminal and disciplinary consequences
  • Cross-border investigations, overseas evidence and jurisdictional issues

We are known for our thorough preparation, persuasive advocacy and the ability to clearly explain complex technical matters. Working closely and collaboratively with solicitors, experts and others within multidisciplinary teams, we provide pragmatic advice that takes account of legal, operational, financial and reputational considerations, often under significant time pressure and public scrutiny.

We also recognise the human impact of these cases. Members combine robust representation with sensitive client care and a thoughtful, trauma-informed approach to matters involving bereaved families, vulnerable witnesses and those affected by serious incidents.
