Chief Constable Lucy D’Orsi CVO QPM

Lucy D’Orsi joined British Transport Police as Chief Constable in March 2021, from her previous position as Deputy Assistant Commissioner for Specialist Operations at the Metropolitan Police Service. She is also the National Police lead for Taser and Counter Drone UK capabilities.

Chief Constable Simon Chesterman OBE QPM

Simon Chesterman joined the Civil Nuclear Constabulary in January 2014 as the CNC’s deputy chief constable and was promoted to chief constable on 1 April 2019. He is also the National Police Chiefs’ Council lead expert on armed policing. He began his career with Thames Valley Police and went on to become deputy chief constable, specialist operations, West Mercia Police. In 2012 he was awarded the Queen’s Police Medal.

In the near future we will see (1) a new law introducing a presumption of anonymity for firearms officers, (2) publication of the Rapid Independent Review of Police Accountability and (3) The government’s proposed “Hillsborough Law”. All of these have implications for firearms officers and those involved in their command and control. What is the legal landscape likely to look like in the next 12 months and is there a tension between the Home Office Accountability Review and the government’s wider approach to alleged misconduct in public office?

Firearms Officers’ Vetting Requirements and Jeopardy

(Di Maria) v Commissioner of the MPS and College of Policing and Secretary of State for the Home Department [2025] EWHC 275 fundamentally undermined vetting withdrawal as a basis for dismissing police officers. This talk will examine vetting considerations for firearms officers in the context of the nationwide implications of the Di Maria judgment.

AFOs and others in sensitive roles often demand anonymity and special measures at inquests. What is the momentum in practice, given the evolving principles of open justice? How do you maximise the chance of an application succeeding, and what are the duties of a force solicitor to affected officers?

How should the way perception and memory work integrate with the Stage 3 and 4 PIP accounts of key police witnesses? is there a cultural failure even to meet existing obligations? Why, and how to remedy that culture?

An examination of the circumstances in which firearms incidents can result in public inquiries including practical considerations for force lawyers drawn into the inquiry process and some recent recommendations. We also examine the troubled case of W80 who still awaits the conclusion of legal proceedings set in train by a 2015 shooting.
