Oleg Tinkov removed from UK sanctions list

On 24th March 2022, following Russia’s invasion of Ukraine, Oleg Tinkov, the founder of Tinkoff Bank, was designated by the Foreign Secretary as a sanctioned individual under the Russia (Sanctions) (EU Exit) Regulations 2019.

The decision to designate Mr Tinkov was challenged as irrational and unlawful and the Foreign Secretary was requested to remove Mr Tinkov from the list of sanctioned persons. Having considered the representations made on behalf of Mr Tinkov, the Foreign Secretary removed him from the UK sanctions list on 20th July 2023.

Rachel Barnes KC and Ryan Dowding represented Oleg Tinkov. They were instructed by a team at Corker Binning led by David Corker who was assisted by Danielle Reece-Greenhalgh and Andrew Smith.
