UN Special Rapporteur releases report on Security Council’s Al-Qaida sanctions regime

In his report, the UN Special Rapporteur recommends substantial reforms to the Security Council’s regime of economic sanctions against persons accused of association with Al-Qaida to make the regime consistent with international minimum standards of due process. During the evaluation process, the Special Rapporteur received representations from lawyers representing individuals designated under the regime, including Rachel Barnes.
